Failure to Submit Disinfectant Level Quarterly Operating Report (DLQOR)

The CITY OF NATALIA Water System PWS ID 1630009 has violated the monitoring and reporting requirements set by Texas Commission on Environmental Quality (TCEQ) in Title 30, Texas Administrative Code (30 TAC), Section 290, Subchapter F.  Public water systems are required to properly disinfect water before distribution, maintain acceptable disinfections residuals within the distribution system, monitor the disinfectant residual at various locations through the distribution system, and report the results of that monitoring to the TCEQ on a quarterly basis.

Results or regular monitoring are an indicator of whether or not your drinking water is safe from microbial contamination.

This violation occurred in the monitoring period of 7/01/16 – 9/30/16.

We are taking the following actions to address this issue:

Giving notice by publication, direct delivery to bill-paying customers and issuing certified delivery of 3rd Quarter Disinfectant Level Operating Report to TCEQ.

Please share this information with all other people who drink this water, especially those who may not have received this notice directly (i.e., people in apartments, nursing homes, schools, and businesses).  You can do this by posting this notice in a public place or distributing copies by hand or mail.

UTILITY IMPROVEMENTS AND RATE RESTRUCTURING PLAN

The City of Natalia, with the assistance from USDA Rural Development and M&S Engineering, have been working progressively towards making facility and infrastructure improvements to the city's utility systems since May 2015; and, in March 2016, M&S Engineering presented City Council with Water and Wastewater Preliminary Engineering and Evaluation Reports and electively decided to move forward with projects prioritized as high-importance.  The City of Natalia received loan and grant funding assistance through USDA Rural Development to complete the infrastructure improvement projects identified in the Utility Improvements Plan. 

To sustain a safe and reliable water and wastewater resource, restructuring of the utility rates were necessary to address the imbalance of utility revenue and expenses, repayment of the capital debt, to absorb replacement costs for short-lived assets, and to additionally generate sufficient revenue to cover annual inflation of maintenance and operational costs.

The restructured utility rates become effective next fiscal year beginning October 1, 2017; specifically starting on the meter-reading period beginning September 15th and ending October 15th for the billing date of November 1, 2017.

NOTICE OF 2016 TAX YEAR PROPOSED PROPERTY TAX RATE FOR CITY OF NATALIA

A tax rate of $0.8615 per $100 valuation has been proposed for adoption by the governing body of City of Natalia. This rate exceeds the lower of the effective or rollback tax rate, and state law requires that two public hearings be held by the governing body before adopting the proposed tax rate.

PROPOSED TAX RATE $0.8615 per $100

PRECEDING YEAR'S TAX RATE $0.8869 per $100

EFFECTIVE TAX RATE $0.8630 per $100

ROLLBACK TAX RATE $0.8615 per $100

The effective tax rate is the total tax rate needed to raise the same amount of property tax revenue for City of Natalia from the same properties in both the 2015 tax year and the 2016 tax year.

The rollback tax rate is the highest tax rate that City of Natalia may adopt before voters are entitled to petition for an election to limit the rate that may be approved to the rollback rate.
