The City of Natalia, Texas (hereinafter referred to as “City”) is requesting quotes for the desire of field service trucks for the operations of code compliance and water/sewer departments. The City prefers quotes for new vehicles; however, City will consider low mileage used vehicles that meet the minimum specifications below for comparison pricing.

The City requests quotes to be based on unit price as the quantity, and/or type, of vehicles desired may differ from the city’s anticipated needs and/or budgetary limitations. This is an informal quotation process conducted in such a manner that is fair to submitters to provide the City with the best quote for a product that meets the needs and is in the best interest of the City.

Quotes are to meet the minimum specifications; any additional specifications are to be itemized with description and price but will not be an evaluating factor in order to conduct a fair review; pictures of the vehicle(s) may be included.

Service records must be provided for any used vehicle as well as documentation of any manufacturer or dealer warranties and guarantees remaining on tires, electrical or other mechanical systems.

Vendor, upon request by City, shall make vehicles available for inspection by the City within five (5) business days from the date of request.

When developing cost estimates, do not include taxes, as the City is exempt from federal, state and local taxes, and must be signed by an authorized agent to bind the vendor to its provisions.  Quotes shall remain valid and unchanged for no less than thirty (30) days beginning no sooner than the deadline submission date.

The City of Natalia reserves the right to accept or reject any and all submittals, to waive any technicalities, or to choose the proposal that is in the City’s best interest. RFQ’s do not obligate the City to pay any costs incurred by respondents in the preparation and submissions of their proposals.  Furthermore, the RFQ does not obligate the City to accept or negotiate a contract with any vendor, bidder, contractor, firm or individual for any expressed or implied services or product. 

It shall be expressly understood that the City Council may, at its discretion, authorize the capital purchase in result of quotations received and being in the best interest of the City.  It shall also be understood by the vendor, bidder, contractor, firm or individual that a written notice of award or purchase order by the City shall constitute an agreement of the transaction and form a contract between all parties.

Any and all deliberations, or actions, of the City Council take place during a regularly scheduled meeting which are held every third Monday of each month at 7:00pm, unless previously voted by the favorable majority to reschedule, postpone or cancelled of said meeting, or reservation of a special called meeting.  All meetings held by the City Council shall be scheduled and posted on the outside bulletin board at the City of Natalia City Hall, 2078 State Hwy. 132 N., Natalia, Texas, and on the city’s website, both places convenient and readily accessible to the general public at all times, and shall remain posted continuously for at least 72 hours before the convening of said meeting and shall only be removed upon motion to adjourn.



The City of Natalia, Texas is requesting proposals for a banking service(s) contract with the service to begin from the date of execution and extend for a period three (3) years from executed date.  Through this contract the City intends to minimize banking costs, improve operational efficiency, and maximize investment capabilities. This Request for Proposal (RFP) represents the cash management goals, specifies all banks’ required qualifications, the banking services required, the estimated activity volumes on all accounts, the method and terms of compensation, submission instructions and the contract award provisions.

To assure a close working relationship, to facilitate available services, and to support local business, the entity may give priority to those banks with full service capabilities within the City limits. Any required statement regarding equal opportunity and affirmative action should be included if required/desired. The proposal submitted will become part of the final contract.


Proposal Format:

In order to fully and equitably evaluate each bank's ability to meet the banking services needs of the City, a standard reply format is required. Each proposal must include a response to each item in the RFP in the order given. Only proposals submitted in the prescribed format and using the exhibit forms provided will be evaluated for contract award.

Submission Requirements / RFP Questions:

All submissions or questions regarding this RFP or the service requested must be received in written form by mail or in person on or before 4:30 p.m., February 28, 2018.  Responses to all material questions submitted will be communicated to each prospective bidder.
