It is the duty of the City Administrator to prepare or review the agendas and material for all City Council meetings; keep the City Council informed on progress of all departments and on any other pertinent matters relating to City operations to enable them to make informed policy decisions; keeping the City Council advised of the financial condition and future needs of the City and make such recommendations as may seem desirable; develop and implement plans for the personnel, financial, and program aspects of City operations in accordance with budgetary and other policy direction established by the Council; Supervise the City’s programs and administrative functions and provide general leadership and direction; to insure adequate staff support for all policy and advisory boards, commissions, or committees of the City; prepare annual budget recommendations, including capital expenditure items, consistent with council-approved short and long range plans; submit these recommendations to the Council for approval; file budgets with appropriate authorities; and administer approved budget. It is also the duty of the City Administrator to insure City compliance with State and Federal statutes and regulations as well as with grant and contractual provisions; administer all contracts with the City to see to their faithful execution; insure efficient and economical purchasing of equipment, supplies and materials, property and facilities of the City; to provide adequate and accurate information to news media so that citizens can be informed of governmental activities; and to perform such other duties as may be assigned by the Council. The City Administrator is appointed by the City Council as the administrative head for the municipal government under the direction and supervision of the City Council and as such is subject to discharge at the will of the Council.
